However, I think it scenraio to be useless when the entire party has already beaten the thing. I would suggest something like this: 1. Only veteran players in the party: cutscenes are skippable, rewards reduced.

At least one new player in the party: cutscenes are unskippable, rewards maintained as they are today. I think it is easier work than completely remaking the dungeons or splitting it in order to reduce cutscenes. It would serve the benefit of allowing new players to enjoy while giving ample rewards to veterans, but also allowing veteran parties to rush it for most of the runs. It's better than synched Ex primals.
FFXIV Has to Do Something About the Main Scenario Roulette
I'm happy that they are looking out for newer players, like many of us I had to go back and watch them. But there must be a better roulette, with the updated AI there might be a soultion in making it a solo duty. This was just plainly a stupid scenario on the dev teams rpulette. The roulette was already one I only did occasionally now days but duty this change I will never do it again unless it gets changed. This just plainly won't happen because there's not enough new players at that point in the story anymore.
Not to mention you could get more from just running the 69 dungeon and you are actually doing stuff rather than main a movie where every so often you have to take 5 steps to trigger the next exp.
Maybe if it gave current endgame tomes like all the other roulette, I'd think about considering it. Or a boost to the EXP chunk for levelling.
Main Scenario Duty Roulette Changes
I think the best way to balance the needs of new and existing players is just to make it a weekly roulette instead of daily and tune the rewards appropriately. Maybe 5x what we have now. That'd maintain participation without anguish from existing players who've lost a good source of exp whilst covering the main issue of cutscenes for newbies.
Less players you mean no players. I'd rather take the penalty every damn time this god forsaken crap popped up and go gather instead lol I hated it popping enough when I was grinding to 60 doing it
